The Rural Women’s Support Office (Bureau d’Appui à la Femme Rurale, BAFR) is a directorate which comes under the cabinet of the Minister of Agriculture, Water Resources and Fisheries (MARHP) created in 2001.
The BAFR’s mission is to coordinate, with the Ministry of Women, Family, Children and Elderly, the implementation of the strategy for economic and social empowerment of women and girls in rural areas; to promote the integration of rural women into the agricultural sector; to collect and disseminate data and sex-disaggregated statistics for support to planning and evaluation; to train rural women as well as the Ministry’s staff at all levels to ensure rural women’s participation in the sector.
The BAFR’s approach to promote women’s sustainable participation in rural development is based on two pillars: (1) promoting the development process decentralization and (2) promoting a participatory approach in which residents contribute to identify development programmes in their living area. Therefore, the BAFR is represented in the 24 Regional Commissions for Agricultural Development (CRDA) and, since 2012, it has promoted, in coordination with the CRDA, the design of local participatory development plans.
